The 28 pages refers to the final section of the December 2002 report of the Joint Inquiry into Intelligence Community Activities before and after the Terrorist Attacks of September 11, 2001, conducted by the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence. This section is titled “Part IV: Finding, Discussion and Narrative Regarding Certain Sensitive National Security Matters,” and summarizes investigative leads suggesting possible financial, logistical and other support provided to the hijackers and their associates by Saudi Arabian officials and others suspected of being Saudi agents.[1] It was declassified on July 15, 2016.

not to be an ass here… or try in any way to stick up for SA

but to be fair… a lot has changed since 911. the vetting to get into the USA has become much stricter.

The reason the travel ban is in place from certain countries and not others is that some countries have controls over their passports and documents while others do not.

the USA feels SA can verify that they arent giving out fake passports and the dont trust that countries on the travel ban have a handle on it.

It's always a joke when people bring up the "we need to know for closure" when requesting more info. It's almost as if they would be able to do anything about it. You going to fly to SA and protest in the streets? Good luck. You going to hire a high priced international lawyer to sue them? Good luck.  Knowing if they were directly related to funding the attacks gets you where? Closure? What if it was them? Where does that leave you psyologically? That's not closure. That's knowing those shitbags are still out there and there is nothing you can do about it
