By their tweet, it is certain that he was involved in the accident in some way. If he wasn't there they would just say so. Shit is so fucking dumb.

= We can't say jones was involved in a hit and run from this morning because we haven't charged him at the current time. The investigation has to confirm that jones did leave the crime scene and left his car with drugs. Witnesses are currently saying they did see a suspect that did look like jon jones running from the scene but weh have yet to confirm this.
