No aerobic system is always working. YOu gotta breath. But in an exercise sense it kicks in after 2 minutes of work.
What you are referring to is the use of fat as fuel. The first 15-20 minutes you body uses it major stores of glucose as fuel. Probably you blood glucose. Then once that gets low you dip into fat for the energy. So the theory goes...

Aerobic is dominant during all low level activity. For example, as I sit on my butt and type this I am almost 100% in the aerobic pathway.
