He's 5'9" and about 170, so he's not really a "tiny" dude, He carries a good amount of muscle for a featherweight. I have always wondered if the guy happens to lift often/heavy to keep that muscle mass?

I don't think combat sport athletes typically do big numbers for weight lifting.

He's can probably lift good but not put up insane numbers. He's obviously not focused on power lifting
Can't imagine him lifting too much. I know in Combat sports a lot of striking coaches are very cautious when it comes to lifting weights.
He does a lot circuits I believe, lower weight and body weight mostly.

“I’m self-taught, and nothing is set by a clock,” says McGregor. “Yesterday, I did pool work, then went to the gym and did jiu-jitsu rounds, pad work, jump rope, core work, and dead hanging from objects.” McGregor does free-weight exercises such as single-leg barbell deadlifts to build strength and balance simultaneously. His most valuable skill, though, is intangible. “My belief is my best asset, and I have a stronger mindset than my opponent,” he says.

Seems like he's into body weight stuff and calisthenics as is ido portal.
Which is smart, he doesn't need to really be lifting weights.

Also arm wrestling is more technique than strength.
Many fighters are lanky. This makes for a good mechanical advantage in striking but a bad mechanical advantage in most lifting. Hes probably good at deadlifts. Long arms actually help with those
