The argument for Overeem is that he would straight up smash Brock in a fight, and hes wayyyy more ecperienced in every aspect of mixed martial arts..
Also, Brocks record is trash and he hasn't beat anyone besides Carwin who he was getting beaten to a bloody pulp by for the who fight

His record is 5-2 and his opponents combined records is 85-37. He is not the best but for his short career he has fought some really tough guys.
Overeem's lack of big name heavyweight wins keeps him from being high in the rankings. Brock at #2 is pushing it, I'd think 4 right behind JDS and Werdum is about right.
I don't put too much into rankings, but if I were going to I would base them on actual accomplishments in MMA.

569-331 for AO and in his first 6 fight the records are, he was 4-2 and opponents were 49-36.
