A head spike is when you intentionally try to put them down on the crown or back of their head.  In this case he was trying to escape an armbar and Tom turned to one side it looks like.

 

In an arm bar or triangle you have the ability to control your own fall IE let go and not land on your head thus it isn't classified as spiking.

and furthermore on the spiking issue, a slam while a sub is applied is not spiking because you have the right to release the hold.
