I get what the commentator is saying, but I think the first officer may have been taking more time due to being alone, and the threat of firing a gun when there is a cabinet full of propane tanks right behind them is an issue as well.
First officer also didn't have a clear shot. Too far away to think that you'd reliably hit the perp while he and the woman were struggling and while it looked like the officer was holding his own gun with one hand. He acted wisely I think.
