Nothing unusual about this or desperate. It is simply a matter of having the product look professional for TV. As other posters have noted, this is done for the Oscars and other TV broadcasts before a live audience.
These are seats which often are vacant until near the main event, it presents a poor image.
Gotta have seat fillers for all those celebrities that show up at Bellator MMA events in Connecticut.
I have a feeling they are either having some sort of promotion with the guys from the show Gotham, or they are shooting an episode during the event and need shots of some of their stars sitting cageside at the fights.

They're run as a tv show so gate isn't as important as having the appearance of full seats for their broadcast. Most tv shows pay groups and give out free tickets to ensure a full audience for taping.

They're still a live sporting event, and can always offer free cageside upgrades to people in attendance, or give away tickets like a proper papering (do online contests, radio station contests, or give out tickets on the street as a last resort). The latter can even bring you good publicity. This has been done in pro-wrestling for ages. Hiring a casting agency is just really funny to me.

If it were a matter of like five or six top stars during the main card, they wouldn't need a casting agency to keep those seats filled. They could hire a few extra security guards from the casino or something to do that.
