How do people read this as Bisping bashing Shogun? He says he understands why he did it and has asked for higher fights sometimes himself, but in the end hasn't turned any down. That sounds like, if he was in the same situation as Shogun, he would do the same thing? Does it not?

He is not sympathizing with Shogun, he is using the fact that Shogun passed on a fight as an opportunity to point out that he himself has "Never turned down a fight".

This too. From a guy that never even won a big fight! WTF is he even siting next to them (proven top fighters and former champs)?
Bisping has never turned down an opponent, even when the matchup he's been offered has been a lose/lose scenario for him.
The guy took a fight against Jorge Riveria when his star was on the rise because his bosses asked him to help out the injury plagued Australian card. He fought Chael Sonnen on a weeks notice when Sonnen was considered to be one of the best in the division.
In short, he's well within his rights to remind people that he'll fight anyone, anytime. Not only that, but these comments aren't any worse than anything that any other fighter is likely to come out with in any given interview.
