I'm getting tortured by one guy who always goes to his back, pulls half guard, then uses lock down to stall or sweep.

This and move your lower leg like you are writing a U, meaning bringing your lower leg up and around like a U, such a piece of cake, it's a wonder why people still get stuck in it.
Also I can sub someone when they get me in a lock down, secret move, I just used it last Saturday.
1) Shoulder Pressure
2) Plant toes and move your hips back while maintaining pressure(head on chest works for some).
3) Work your knee past his hips or at least inbetween legs.
4) Stand up
Be very careful with your training partner when you first attempt this. Once mastered you will be the bane of all newbs who attempt to use the lockdown. GrapplerX, sorry if this was your secret.

Very care is right, I was just gonna make him ask before I told him :), not much of a secret, Rani Yahya showed me both moves about 4 years ago, good stuff and easy.

theres an erik paulson vid where he showed some footlock to get out, I dont remember if it was on rolled up or what but you like slide your foot up and it puts toe hold pressure if i remember right.

I have been driving low, head on belly at least, pin hips to ground and then arm wrapping the legs below the waist.
Start to straighten out your legs and the pressure on his ankles will force his legs to let go. Sometimes it turns into an ankle lock for a bonus!
This has been my go to move for the last several months to break the lockdown.

The basic idea is to replace your locked-down instep with the instep of your free leg, which allows both legs to then be withdrawn from the lockdown easily. It's low-risk and works like a charm.
I exclusively use this trick every time, and never have trouble with lockdown. If the opponent is really stubborn and wants to keep trying for the lockdown, I'll do the reverse kesa gatame style halfguard pass, bringing my foot close to his butt to prevent the lockdown from occurring.
The easiest way I know is to grab the rib or mid-waste area with both hands, base your head on their chest area if you need to and slide your ass down while pushing your arms up. Nothing fancy but works well for me.
