buffer overload -Windows problem

CDex was downloaded to my desktop to rip some audio tracks. Afterwards, when trying to access Internet Explorer, My Computer, Control Panel and number of other functions, a message like, "Buffer Overrun," is given and the computer attempts to shut down after "OK" is selected. It usually hangs up on the shut down attempt.

Some programs - Microsoft Office, Novell delivered programs, and Network Neighborhood will still function.

How do I fix this without re-installing Windows?

But this happens immediately at start-up, not after the computer has been in operation for a while. Also, this computer functioned fine until that software was downloaded to it.
