Can Nick Diaz fight outside of Nevada?

What's the deal with commissions sanctioning a fighter that's been suspended by another commission? Say the UFC do a card in Mexico, and they want Nick to fight on it, what's stopping him from doing so? Forgive my ignorance if it's a dumb question. Phone Post 3.0
