If you're including difficulty to control I think BJ Penn and Chuck are at the top. neither man was controlled on the ground ever except when tired, with the exception of gsp.
edit: forgot to include gsp for best tdd as well
also when talking about just the statistics about tdd, keep in mind the caliber of wrestlers they fought.

Chuck was GOAT at getting back up.BJ also is up there imo.
