command line scripting on windows

Usually I just use perl to write scripts for windows but in this particular instance I can't install third party software. So i'm stuck with what is installed by default with windows server 2003.

I want to write a simple script to perform basic file I/O, text manipulation, and some if/then logic. Similar to parsing a log file looking for error messages and then executing a command for each error.

Should I investigate VB scripting to do this or can a batch script handle the issue? Any good online resources?

nevermind. I found a different way to get at the data I want.
