They both have done awesome things for mma. I'd give the greater legacy to BJ tho, slight edge. bJ has won titles in 2 weight classes, took out Hughes in his prime, cleared the LW division before Frankie showed up(gomi,shriek,deigo,kenflo), fights anyone at any weight(Fitch,GSP,machida)
You have listed some great things Mir has done, but I think most people would say he has never went on a dominating run in HW.
Greatest LW + BJ penn , are words that get combined a lot by the industry people.
Greatest HW + Frank Mir, are words that never get combined by the industry people.
Frank Mir is definitely one of the best HW to ever live no question, but BJ edges him ever so slightly.
Of course in my personal opinion, not backed up with the fancy 4 letter acronyms and lol's.
