I don't have the game or even a system but if you can create your own players from scratch with a decent likeness then why stop at other fighters?
Celebrities... politicians... other sports figures... historical figures etc.. ALL fair game!
And just out of curiosity - are you able to make a character and then have THAT character be the one the computer uses or do all created characters need to be controlled by the player?
