Did the UFC underestimate how dirty the sport was?

When the UFC decided to implement strict drug testing procedures carried out by USADA do you think they knew the sport was as dirty as it is?
I think that they grossly underestimated how many fighters were/are on PEDs. I have to imagine that they regret going down this avenue of letting an outside agency control their drug testing procedures. If they would have maintained control of their drug testing but promised to enforce stricter testing and standards, they would be able to sweep some things under the rug (such as this Jones issue) in order to not compromise an event. With USADA in charge, the UFC has their hands tied.
At this point, if the UFC takes back control of their drug testing program it will look extremely shady.

There's no guarantee that Lorenzo thought it would be hard to use steroids without getting his size. 

There are many bodybuilder's who don't have a clue about steroid use for sports let alone other PED's. 

I think the TS is on to something. 

Is this the issue Dana dismissed when George brought it up?
I remember Dana stating George brought "an issue" up to him and he said George was making a big deal out of it.
