On what planet does Dana live that he thinks its acceptable for one of his fighters to do whatever the hell they want as long as they're out of competition. Isn't that basically the whole point of cycling? Do the drugs when you're not being tested so you get all the benefits from them without failing a test?

Personally I think it's retarded that athletes should have to live their private lives under the rules of some sports commission somewhere when they're not competing. Vitor wasn't competing in Nevada, he doesn't live in Nevada, why on earth should he be expected to be following whatever rules Nevada decided on for its competitors, while he's at home in Brazil?
But to get back to the point of this thread: Urine test doesn't measure "levels" and I've never heard or read of a surprise blood test in this sport. Even if he meant the Testosterone/Epitestosterone RATIO was "off the charts", that doesn't tell you anything. In one study, guys receiving 144mg of test per week had a 50-fold increase in T/E ratio, i.e., their T/E ratio would have been around 50:1. For comparison, Overeem was busted at 14:1 and Chael at I think 16:1. We don't actually have any idea what their testosterone levels were and those T/E ratios in no way indicate their actual testosterone levels were "off the charts".
