Sure, he has a great streak. But once you scratch the surface it really isn't that impressive.
RDA was generally ranked 6-10 by most of the major sites the month before he fought Khabib over 2 years ago. After that the only other names worth mentioning are Tavares and Tibau. Neither are regarded as greats even using hindsight.
He sat injured or unwilling for 2 years, beat up an unknown and now believes beating RDA back in 2014 should give him a shot in 2016. The title itself has changed hands twice in that timeframe and the division has moved on. Khabib has not.
I think it's an extremely generous ranking even having him top 5 as things stand right now. 
Based on opponents he doesn't. It's not even an argument. With the RDA win being the only standout name using hindsight as he wasn't seen as a future champion at the time.
The issue is that he has a great skill set and the manner of RDAs rise (who he beat) along with the way Khabib handled him makes the fans want to see Khabib at the highest level.
When you are clearly one of the top fighters in your division it shouldn't be a big deal that you get a title shot. Rankings are a guide but shouldn't be the only route to a title shot because it reduces flexibility in matchmaking.
A judgement call needs to be made and Khabib seems like someone who'd give any champion in his division a tough fight. 
I think Khabib is capable of beating all in the division but in my opinion his inactivity excludes him. He was out for near 2 years and then fought a virtual unknown. I would like to see the Ferguson fight or a RDA repeat or even Johnson as he is calling for it. I think Ferguson is more deserving but he seems cool with waiting and fighting.

But as OP said, it kinda looks like he's living in the past. Between his well-known inactivity and the low profile of his resume, he just isn't a draw. I think we all understand that the UFC uses title fights to build crowds.

My feeling is that he's up there and does deserve a shot. If for no other reason than the question's been asked so frequently, we may as well see if he's up to the task or not.
But he needs to prove that he can make it to scheduled fights a few times before he's eligable for a main event title fight. It's not fair to fans paying for tickets, flights, hotels to book him and risk the fight falling through.
I don't blame the UFC at all for not booking him vs Eddie.

No, he hasn't had a significant fight in 2.5 years. At least make him fight someone like MJ or Chiesa first.

15 of those 23 wins were against complete nobodies who are so insignificant that they don't even have Wikipedia pages (probably guys making their pro debut or with records like 0-3). So let's just say that in competitive pro fights Khabib is 8-0 with a couple of impressive wins.
