Floyd has always been the #1 P4P. Top 5-10 best boxer ever and THE best defensive fighter of all time.

He never really stopped being the p4p #1. All it happened was him being a villain and boxing needing an hero. That's why Pacquiao was considered the #1 by some people. Floyd Mayweather never really stopped being the p4p #1 boxer in the world. Andre Ward and Adrien Broner also are very special fighters but due to his accomplishments and despite not being very active, Floyd Mayweather Jr. is still #1 in my books.
