I thought an independent counsel comes from outside the government, whereas a special counsel is within.

The new special prosecutor will come in and after a week determine no improprieities were committed by the intelligence community and the whole investigation will be shut down. Just like Biden did with the Ukraine investigation into Burisma. The only difference is, Joe won't have to do a quid pro quo billion dollar threat to make it happen this time.

So — the question was asked multiple times, ‘why doesn’t Barr appoint a special counsel?’. & the answer was the same as it was when Jeff Sessions denied the request more than two years ago.
It wasn’t necessary. You only use the special counsel regulations to conduct an investigation when you think the DOJ may not be able to conduct it without interference, like when Trump fired Comey.
So this is a standard move. It’s only worth doing if Trump lost the election, which Barr seems to be acknowledging finally, and now the move is relevant to protect it.
The only change on dynamics is that now Durham will have a reporting requirement under the special counsel regs. It doesn’t give him more power or reach, just protection.

The Attorney General may remove a Special Counsel for misconduct, dereliction of duty, incapacity, conflict of interest, or for other good cause, including violation of Departmental policies. Terminating a special counsel is not as easy as it sounds, or both Clinton and Trump would have removed their respective special counsels.
