I assume CSAC just gave down a flat fee. Its not because of the percetage it comes down to the athletic commission. CSAC ruled Feijao's case. NSAC ruled Diaz's.
what did Feijao test positive for and did he have any prior history of lying to the commission or testing positive?

This arguement is dumb. It is a false comparison. You need to compare the % of both fines from Nick's first offense when he popped in Cali where Feijao did.

1. The percentage theory was already debunked in this thread.
2. I agree a second offense made the penalty steeper but on the real we're talking about weed and he wouldn't even had gotten in trouble by WADA standards which is what NSAC claims to use as their guidelines.
3. He popped in Nevada both times. PRIDE 33, the event he fought Gomi and tested positive for the first time was held in Las Vegas, not CA.
