How in the blue hills of hell do you send transfer sheets to get new players?
I want to offer contracts to players I've been scouting, but it doesn't appear to even be an option. Does anyone know what I'm doing wrong?

You can only sign players between june and the start of september and again in january.
If you press a or x on the player you want to sign on the scouting menu you can enquire about the player or submit a bid.
Awesome thanks, I didn't know that part about the off season. I've inquired about a bunch of players, I have been confused as to what I was missing.
