  That was a tough one. I think he believed the game was more on the level and that he was working with them in the capacity of his job to protect America and as the Director of the Defense Intelligence Agency. The FBI agents that interviewed him apparently believed the same, and were reversed by more politicized people in the Bureau. He got confused between military counter intelligence and the more poliiticized civilian counter intelligence that is more commonly used as an internal weapon. He probably felt like he was briefing guys on the same team trying to do the same thing. He was wrong.
