If you keep the rule at all, then this does seem the appropriate enforcement, but I'm more for just letting them grab the fence.
Keep it simple. You grab the fence to gain an unfair advantage, you will be deducted a point.

I think the rule came about because of the coleman williams fight.
williams stopped many td attempts which used up a lot of colemans energy. With Coleman suspect cardio he was able to score a highlight reel knockout.
I thought the fence holding rule came in because of Tank/Ferozzo where Tank held Ferozzo against the fence by reaching around and grabbing it.
A fence grab to stop a takedown should result in placing the grabber in his guard or half guard. So what if he gets KO'd or subbed right away. He was going to be in guard or half-guard anyway and cheated to prevent it. See Bisping vs. Rivera for a great example about how even just wanted one fence grab (by cheater Bisping) can change a whole fight.
Ortiz vs. Evans is another good example. Rashad was on his way to winning the round 10-9, Ortiz uses fence to sweep or prevent a take down and ends up winning the round. Even with the point deduction Rashad was robbed of that round by it being a 9-9 round instead of 10-9 for Evans.

I have another way:
