Does a black belt give them? Should a non black belt be able to give them? Do you know of any schools that have non black belts give them?
Stripes are given to guys at my school by our black belt instructors.
The first 2 stripes are given in 15 class intervals, everything after that is based on your performance. Basically the first 30 classes people get used to rolling so they can start attending the randori class which is for 2 stripe white belts and above.
We only have stripes for white and blue belts and they are given on merit normally after tournaments!
Every white belt gets his first stripe after his first comp regardless of results or performance and everything after that is at the discretion of our instructor

I'm in the uk so we're not exactly awash with black belts,
I train at a club affiliated to combat base (Chris Hauter in the us)
We have 2 head black belts in combat base uk Darren and Helen Curry a few BB's that have been promoted by them and all gradings are approved an sanctioned by Darren and helen
i train at a small school and we have 2 different brown belts from the association that visit and instruct us once a week and then we work on thing things that we're shown plus we have some very good blues who who work class programs between themselves so our progress is constantly monitored and reported on plus regular seminars with the head black belts so it's all legit and above board
I'm not sure how common it is, but at my school we don't get stripes. I watched Keenan Cornelius's promotion on youtube the other day, and it didn't seem like Lloyd Irvin gives out stripes either.
