I found a Promotion switching to these rules in a non-commishened state. I pasted this off of their site.
") 0% passivity for grounded and stand up fighters alike. This is similar to what you see in the WCL. When the action gets slow, the Ref will give a warning. After the warning, if action has not increased, he will administer a 5 count. After the 5 count, a point will be taken from the "aggressor". If the fight is on the ground, fighters will be stood up. During stand up fighting, the aggressor is the fighter that has his back to the center of the cage. In ground fighting, the aggressor is the fighter that has his back to the sky.
2) There will be 90 second breaks instead of 60 seconds. This will give fighters more time to re-coupe after each round and we have plenty of girls to fill this time with.
3) There will now be seven two-minute rounds instead of three five-minute rounds. This allows for that epic battle that fans want to see. The amount of time fighting will approximately be the same. The main difference is that they have 9 minutes of rest instead of 2, which will make our fighters less likly to gas early and give us more action per minute than most forms of fighting.
We do truly respect the ground game and it is still in play here.

with 7 rounds which are only 2 minutes each, 90 secs is way too much rest time. The rest time is almost the same length as the round and that should be unacceptable.
Those rules dont seem to bad. The short rounds are dumb as hell, however.
Why not just call it san shou? With the standups and those short ass rounds you wont see anyone mount any sort of submission game with the exception of a rare flailing armbar or triangle attempt.
Im a fan of the 10 minute first round myself. If you cant fight for 10 minutes strait, you dont need to be in there.

No you don't. Two minutes is not enough to allow any meaningful ground-fighting, especially when you're changing the rules to force quick restarts to the feet. What you're doing here is modified kicking-boxing, and what you're going to end up with is something that looks like a sloppy kickboxing match.
