shady maybe but it's good he's not getting the next title shot after this but Barao has said in the past that cutting to 135 was tough i think during the lead up to the macdonald fight early 2013. and if you look at his wiki and all his fight dates he usually has 4 months to prepare for a weight cut aside from his first loss (remember he came to save the card when vitor/weidman fell out) so him passing out could be the result of a bad weight cut and not the shady business.

I actually agree that if it were in Brazil it would be happening, but only because they would probably allow him to recover from passing out and then do something where it allowed him to weigh in and still fight.
But not because it's some made up story. Barao and his people don't have the pull with Zuffa, Dana, or even the fans to fake this just to hold out for a fight in Brazil. The fans themselves didn't even want him to get the rematch, fans of his, or at least people that like him didn't want this fight because they felt it wasn't even enough time to adjust his style to beat TJ. So how would he expect to pull a stunt and get his way.
