When I went to Russia in 1988 to play hockey and train with the Soviets, they eschewed stretching for warming up. They only did it after exercising.

I do dynamic stretching before and static stretching after.
Seriously,warm up by mimicking the exercise you are about to do,but doing it at 50%,less even.Followed by dynamic stretches.
Then ,static after,holding for about 45secs each time.

stretching before a workout is stupid. better to warm up.
i like to stretch every morning after getting warmed up and breaking a sweat. when i workout later in the day, i just warmup and don't stretch. i don't want to be stupidly overflexible like some yoga people, but i also like being able to do things like stand up straight and touch the floor.

Static stretching before a run,even when warm,can tear muscles or weaken them making you subsceptible(spelling?) to injury when your on the roads.
ESPECIALLY sprinting.

ESPECIALLY sprinting.
Yup, our practices in college (sprinting) involved tons of dynamic stretching AFTER our warmup but before our workout, then static stretching after the workout

There is some material out there that says stretching before lifting weights is not only unnecessary but could be harmful. Interesting read. I have no idea.
If I don't stretch my calves I have a hard time keeping my feet flat before squats
