It’s likely that the sequence of events in western media mean that the United States are in fact planning a false flag attack in Ukraine that they will blame on Russia.

Historically, whenever the United States has accused another party of a false flag, it was in fact the United States who were either planning or conducting a false flag of their own.

This is because the US military industrial complex is ran by Nazi lovers who love to claim their enemy is doing the exact thing which they themselves are planning to do.
