I don't think he should be sent off to a smaller organization. He was too inactive for too long and has lost two very tough fights. I do feel fighting Murray is a little premature. The UFC should let Murray work his way up a little and let Tito fight some other respectable names, then sell the hell out of the fight in a year or so.
I'd love to see Tito v. Tiger. You have the lion's den angle and Tiger is one of the funniest fighters to watch.
I'd like to see Murray in a couple more fights before they feed him to Tito. I could care less about Baroni-Tanner, I wanna see Phil fight Murray, then maybe Murray-Tito.
