I probably like Ukranians better but that's just me. All three countries are definitely world leaders in this matter and you could also add Poland in the mix.

Older generation knows Russian in general cause they learned it in school during Soviet times. I have two Polish co-workers who were able to speak Russian just fine after couple of weeks of remembering and practice.
