Depending upon the Karate federation the amount of contact differs. Some Shotokan federations allow this amount of contact, most don't.
Lateral movement is frowned upon in a lot of competitions. Side stepping a technique is ok, but ring control like you see in boxing, Muay Thai, etc is rare in Shotokan. This is due to the stop go, first strike counts aspect of the competition.
Some sweat sweeps to be seen in that video though. The one at 20secs was beautiful.
