Knees from bottom is not legal?

I thought it was just the guy on top who couldn't do it

what about upkicks from the bottom, those are illegal too?

and Ivan Salaverry using it against Joe Riggs

Upkicks are legal. It's simple enough, you can't knee or kick a downed opponent. It doesn't matter whether or not the guy throwing the strike is down or not.

But you can't throw the upkick if the other guy has a knee on the ground, he has to be standing.

Up kicks are good as long as the guy on top is standing. If he is on a knee, then it is illegal.

Knees to the body from the bottom are legal.

You can never hit an opponent in the back of the head or base of the head/neck with anything at any time, ever. It could lead to paralyzation. One of the good rules imo.
