if there is a + sign then the team is an underdog by that many points
if there is a - sign then the team is the favorite by that many
so for the eagles game I got points, meaning they could lose the game and I can still win my bet as long as they did not lose by 4 points or more
for the patriots they can win the game but I can still lose by bet if they don’t win by 14 points or more (I bet 13 being a push, so if patriots win by 13 no one wins money)
it is a way to handicap a bet instead of betting straight up winner/loser. and the line will usually change from the time it is released to kickoff, sometimes wildly, based on diff factors like public betting, injuries, etc
