When there is an epidemic, what if people had to have a permit to ride a subway, train, bus, airplane, taxi etc.? People in certain professions would have their permit at all times, even when there is no epidemic. However, when an epidemic hits, only people with permits can use public transportation and anyone without a permit has to apply for a temporary permit.
Yet another form of tracking and record keeping, at the taxpayer's expense? Sure, why not?
Forget a permit, how about they implant a chip?

every day people assume a risk.
we try to make things as safe as possible but at the end of the day… people need to be free.
do you want to the gov telling you what you can do? When you can do it? What’s good or bad for you?
You want the freedom to drive. But every day there are car accidents and people die.
the gov could say… only people who need to travel for work should have a car… and if you want to use one for non essential travel. You need a permit
That would certainly stop a few accidents. But do you want to give up that freedom?
