I think this is the case in certain boxing organizations. In the UFC I believe it to be possible because the UFC promoted the hell out of Vera saying he wants to be first man to do it at 205 and Hvy.
Couture may provide a bad match up for Rampage. But I think Rampage would win.

Otherwise you defend the LHW in Sept, then the HW couldn't hit until Xmas, then you are looking at April or so for the LHW again and that's barring injury or anything.
