Are you referring to the time he got from re-entering info into the dept's computer system? That sounds part of the scam.
Why would you need a senior guy like a captain to perform low level data entry work? Why not save the city and tax payers money and have either an admin assistant or a police volunteer do it? It sounds like just another way to game the system and milk the taxpayers for more money.
