It depends how you define it;
- If it is on skill/achievement you got one set of four.
- If you go on historical significance you get a different list.
- If you define it as significant game changing name value, profile raising, fame-associations (money/power) you get another list.
So, with those definitions:

Your number 3 definition has to include Tito, it could be argued without Tito the UFC would have crumbled, he bought personality to the company when it was devoid of it

Jones, Khabib, GSP, Royce.
Logic:
Jones is the best MMA fighter of all time. Multiple weight classes. He avenged any questionable fights/losses, etc.
Khabib is an undefeated close 2nd. The first great Dagestan fighter to start an MMA invasion.
GSP was the first true well-rounded MMA fighter. Beat Hughes (who was a beast back then), and avenged a fluke/lucky loss to Serra.
Royce is the father of the UFC. His name literally eclipsed NHB (MMA) fighting in the early years of the UFC. His fights changed everything.
Then you have legends that just fall short of Rushmore like Fedor, Anderson Silva, and several others.
