I think Tanner's dominating win over Terrell, who had just KO'ed Lindland, was a pretty big win.

True. His biggest win is Heath Herring in Heath's second fight. He never had a win against an A-Level fighter.
I disagree, I think his submission win over Robbie Lawler was his biggest accomplishment. Robbie is pretty well-regarded as a fighter nowadays.
You also have to look at his fight record against top level fighters like Tito, Franklin, Okami and even Loiseau when he was on a tear, all KO losses once he got towards the top of the mix.
Tanner had his moments, but never had the chance to become a recognized champion once they put him up against Rich Franklin immediately after the win over Terrell.
On a side note, remember when he beat Baroni twice? Definitely the underdog there.
He was doing quite well against Loiseau IIRC.
