I'm hesitant on the big favorites and overs. New NCAA rules shorten the playing time and I'll wait to see the impact before playing these numbers.

What is the new rule shortening playing time? Do they no longer stop the clock on first downs?

No, first down still stops the clock.

Changes:

  1. Clock runs from moment ball is kicked, not caught for return.

  2. Clock runs when teams change possession (after ball is spotted).

  3. Lower kicking tee will cause shorter kick-offs -- though less touchbacks will be a good thing for the game.
