Cop needs better training.
Trying to control subjects for an extended period inevitably leads to suffocation. Notice how his full weight is centered over vital organs. Social workers were not even on site yet.
Instead, officers should immediately snap off heel hooks and knee bars in the same way that subjects should only be shot in the leg when cops incorrectly choose to discharge their firearm.
