If someone showed up to the front desk of my building and asked for a form that the front desk has a policy to hand out, the front desk would hand it out and be polite about it and it would take up about 5 seconds of their day. In what way would my front desk be harassed?

It is of course possible but seems unlikely to me given what we did see.
If they were being complete a-holes and then just switched to asking nicely for a form, the cops likely would have mentioned their previous behavior but none did.
Also this is a compilation of many different episodes, so it is hard to believe the police acted consistently in stonewalling complaint attempts only because so many different news setups were dicks but edited those parts out. They also clearly showed the various chiefs the full recordings.
It doesn't matter how the question is asked. If it's any form of "How do I file a complaint?" the answer should be, "Here's the form. Would you like a pen?" Anything else is unacceptable.

Okay, let's accept your premise and say you are right. What prior dialog between them do you think would justify the response he was getting? What could have he said to them for them to reasonably deny or interfere with his request for a complaint form?

But there is a literal shit load of videos on YouTube that show how departments respond to complaints, or inquiries on how to file a complaint. This particular video is a fair representation of common responses by police. If you have a legitimate complaint against an officer, are compelled enough to go to their own station, file a form to them.. why wouldn't you be ready to describe the incident in it's entirety? With or without anonymity, to any entity?

There are a million reasons why you would want to stay anonymous or deal with an independent authority; fear of retaliation and unjustified persecution are just some of them and obviously they are legitimate as he was arrested twice for absolutely no reason and they were clearly trying to intimidate him.

Anonymous complaints are allowed by department policy. Even if they are acting suspicious (they're not, but let's say they are), what's the problem with handing them a complaint form?
