Sometimes cops will just take your weed and tell you to go home.
I don't think there have been many times where a cop has pulled a balloon of heroine out of someone's pocket and says "Go home before you get into any more trouble."
It's kind of like... jaywalking is barely illegal. Shooting at a cop car is very illegal. If you can do something and get off with a verbal slap on the wrist from cops, it's pretty safe to say that it's barely illegal. Though I do get the point you were trying to make.
