Yes for sure. Jiu jitsu has gotten to the standard now where there are no flukes at winning the worlds at any belt level or any weight. If you have won the worlds you have demonstrated an extremely high level of skill in that division and you should be moved on.

That is an extremely loaded question. Each instructor's criteria for promotion may be different than that of another instructor. Competition results aren't the only factor in determine readiness for promotion.
there is like 10 criteria for promoting to the next belt. but yea...win the mundials is strong evidence that student is ready for the next belt. BUT not the only consideration. could see getting the blue or purple for winning the mundials. and can totally understand not getting the brown or black belt for winning the mundials.
