How bad is it? A few dots and lines here and there? The entire screen covered in them?

If it is the former, I would say monitor may have an issue. Does turning it off and on get rid of it? Do they ever go away? If not, almost certainly the monitor.

If it is the latter, I would say your cable is loose or your video card is overheated/going bad. Turning your monitor off and on wouldn't clear this up but a restart of your computer would, until it overheat again.

I've been a tech for almost 20 years and we just use it as a generic term for the video cable.  Kind of like saying you're filming something with your phone but you're not really using film.
