It depends on the flavor and experience you are looking for. 

If you are in the US, you are likely used to a sweeter, caramel, honey noted whiskey. Scotch does have those notes but also some unique flavor and smell.

I would suggest something with a light smoke/peat suggestion. Give it time in the glass to open up and a drop or two of water if you find it a bit edgy. Try a Bruichladdich 10 year old.

I have a small 2 liter charred aging barrel, can I make a lesser/well whiskey or bourbon better by aging it longer? 

There are too many variables to say whether or not it will be 'better'. Cask/Barrel influence can have a sweet spot depending on your tastes. If you prefer higher levels of the barrel infuence then definitely leave it longer.
