Should turtling be considered tapping out?

Seems like most of the time fighters turtle up as a last resort before getting pounded out. Is turtling really an intelligent defense? Or should turtling be considered the same as tapping out, ending a fight? What say you UG?

 It should be considered stalling and they should get a warning and then if they do it again, get point taken.

No way.  There are a lot of offensive techniques from the turtle.  If that had been a rule back in the Pride days then Sakuraba would have lost every one of his fights. If you're turtled and just eating punch after punch then that's just covered under the whole not-being-able-to-defend-yourself-intelligently rule

I guess I haven't seen enough MMA,because I can't recall witnessing much offense from the turtle. I'm more referring to the last half of your post. I'm not sure I understand how curling up into a ball and accepting punishment qualifies as intelligent defense in the first place. To me that seems like an admission of defeat, same as a tap.

Herring In A Fur Coat - When a fighter turtles up and is taking damage, the ref usually warns them to improve position or fight back somehow.  If they don't, the fight is stopped.  There doesn't need to be any additional rules on this, the way it works now is fine.

There are rolling knee bars and leg locks that you can hit from that position if the attacker ,screws up.

If you get rocked and the turtle and the attacker doesn't land any significant follow up damage that gives you time to recover.

The rules work just fine as they are now.

 If they're going to forbid knees to the head, and forbid any punches that might conceivably land on the back of the head, then they might as well make turtling equivalent to tapping out.
