Ok, so when sparring, where do you look/stare at?
There's the obvious, at the face. Then there's the top of the chest, which I'm encouraged not to do but I haven't been given a reasonable excuse as to why its better to look at the opponents face, as to chest.

Don't stare at one point. You will get hit with something you are not watching.

Chest torso area so you can see hip movement and shoulder movement at the same time.
Looking at the face you can't see the hips. Hips are the first thing to move whether kicking or punching.
Sometimes I look high and throw low or the opposite though. Especially if you find your opponent watching your eyes

I'm with Chris on this one. Looking at the clavical notch (the space between your collarbones) typically allows you to see both upper and lower body movement by way of the hips. Purposefully looking at a different spot often will lead your opponent to follow the gaze and you can set up strikes off of that reaction.

I agree w looking at the sternum area, but using peripheral vision too. Your peripheral vision is much better at detecting motion than your central vision (if that's what it's called). If I'm sparring someone who focuses on my eyes, I'll dart my eyes in a direction and see if they react. If they do, I'll start using that as a feint to set things up.
Both have their benefits, but looking at the face you get to see how he reacts to your feints and movements.
when your sparring or fighting, the eyes don't lie. Even a small flinch can give his game away.
Eyes on the chest with peripherals looking at the shoulders. This is why I hated pairing up with women when doing low level sparring or when just playing around with combos/padwork.
I'd look like I'm eye fucking their breasts and you can tell the casuals never realize that's where you're supposed to look lol

That is one thing I did not mention it is not like you are focusing on one point but your eyes are looking at that area but "relaxed". Almost like relaxing your eyes as you would for one of those magic eye posters.. but not so intense.

Never the face. Shoulders down to hips . You'll see hands feet hips. Who gives a fuck about facial expressions. Shoulders and hips tell you to cover check attack . Look at face get kicked more. look at legs get punched in face, follow me
See, the more advice I get, the more I'm starting to think that looking at an opponents face is more of a cultural thing, seeing as I'm from England. A lot of guys like to " face-off" during sparring and I just find it not necessary. Then again, I've only trained in like 4 gyms so I don't have much experience to refer to.
I usually look right through them.
