It has been suggested before and does make a lot of sense. The main problem is that UFC doesn't often have a clear number 1 contender in any given division and I think they like it like that because it means they don't have to give a title shot I guys like Woodley or Bader who possibly aren't the most marketable guys in their respective divisions. Back in the old days smith was supposed to fight dan severn, on the same card was a number 1 contender fight (although not billed as such) between Couture and Belfort. They didn't offer the fight to randy or vitor, instead brought in a very overweight Tank.
